To remove the old cylinder turn the gas tap on the top of the cylinder so it's parallel to the ground - this turns off the gas - then pull the tap sideways, away from the center of the cylinder. You should then be able to lift the regulator valve up and off the cylinder. Take the old empty cylinder to the shop and swap (and pay) for a new, full cylinder (about €25).
